Matt Reid, MSMI, writes Health Policy Signal. He holds a master's degree in medical informatics from Northwestern University. Professionally he is Sr. Health IT Policy Development & Strategy at the American Medical Association, where he analyzes and responds to federal regulatory proposals affecting physicians and health IT. Health Policy Signal is separate from that work and independent of it.
What he covers here
Four linked areas: health IT and interoperability; AI governance in clinical care; prior authorization and electronic prior authorization; and health data privacy and cybersecurity.
In practice that means rulemaking from CMS, HHS, ONC, OCR, HHS-OIG and the FTC, and the standards work underneath it: FHIR, USCDI, TEFCA, HL7 and X12. It also means the documents most coverage skips, including information collection requests, Privacy Act system-of-records notices, and OIRA review activity, which is usually where an obligation first becomes visible.
Why this site exists
Federal health IT policy is made in dense rules, technical standards, paperwork notices and implementation timelines. It is hard to track in real time and easy to miss until a compliance date has already arrived.
Health Policy Signal follows those documents from proposal to compliance date and says what changed, who it binds, and when. The regulatory tracker carries the open comment windows and effective dates; the compliance page carries the dates that bind.
Independence
Health Policy Signal is a personal publication. It is not affiliated with, funded by, endorsed by, or published on behalf of the American Medical Association or any other organization, and nothing here is an AMA position. All views are his own.
Briefs on this site are produced by an automated pipeline and publish without individual human review. The full statement, including how the automation works and what it checks, is on the disclosures page.
